Consultants told the council that soil conditions around Coonsie Lane (shallow soils and "Grama" soils) make on-site septic systems problematic and that extending sewer service would allow industrial and residential properties to connect. "We're in the Grama, so that is also problematic when you're sizing on-site systems," Lees said.
Lees cautioned that extending sewer outside the urban growth boundary would require a suite of land-use approvals and participation by multiple agencies, and that the city could choose annexation or seek goal exceptions similar to prior work for East Beach Industrial Park. He also described technical elements of reaching Coonsie Lane: a force main and multiple lift stations would be required to convey pumped flows across distances; force mains are typically buried 3— feet and require intermediate pumping stations.
The presentation framed the extension as a concept in the 20-year plan rather than an immediate project; further study, stakeholder engagement and state-agency coordination would be needed before formal steps such as annexation or sewer-district formation could proceed.
