Selectboard approves Holmes Meadow site access license; LCPC agreement cleared with caveats

Selectboard members reviewed a Clean Water Service Provider grant for Holmes Meadow (total $113,856.31) and the administrative services agreement with the Lamoille County Planning Commission (LCPC). Speaker 13 explained the funding flow: the state funds the regional commission, which passes money to LCPC, which in turn pays Boulder Excavation (about $110,000) to carry out restoration and planting work.
Board members raised two contract points: one that ownership of materials produced under the agreement remain with LCPC and a second that termination rights should be mutual rather than one‑sided. After discussion a motion to approve the LCPC agreement with the two caveats was made, seconded and approved. Later the board moved, seconded and approved the site access license and operations & maintenance plan for Holmes Meadow and authorized the town administrator to sign the license.
Speaker 13 noted the site access license is a 10‑year agreement starting July 1, 2026, with the state funding the first three years of maintenance; after that, the town would inspect the site annually and perform maintenance (replanting, pruning, mowing) as needed.
