Resident offers to be contractor for Legion Field; board stresses RFP and conflict rules

"I would like to throw my hat in the ring for...the contractor on that project," the resident said, noting they could begin lining up people to work on the job. Board members and staff responded that the town's process requires an RFP and an open bidding process once the final plans are received from DuBois & King. Chair (speaker 1) warned that "that would be a conflict" if a prospective bidder also helped draft or manage the RFP.
Speakers discussed scope and timing: the group expects to receive final design materials this week, to present them to the board, and then issue an RFP. The resident and staff said the immediate priorities are flattening and staking a 50-by-100-foot area for the skating rink and completing electrical work; the resident cited a project budget figure of "$23,500." Several participants urged the board to keep the procurement "above board" and to use a phased approach if additional items appear in the engineer's specifications.
Next steps: staff said they will review the DuBois & King plans, prepare an RFP and present it to the board; any board member or staff conflicts will be disclosed before procurement begins.
