The Vergennes City Council voted unanimously on June 24 to approve a three-year Memorandum of Agreement (MOA) between the City and the New England Police Benevolent Association, Inc., Local 429 covering July 1, 2025 through June 30, 2028.
The contract provides Year 1 pay-step increases of 14–28% for lower steps and additional equity adjustments for longer-serving officers. Years 2 and 3 include 2% cost-of-living adjustments plus step increases. Health insurance will change effective January 2026 from the BCBSVT Platinum Plan to the BCBSVT Vermont Select CDHP Gold Plan; the HRA will increase from $5,000 to $5,900 to cover a higher deductible. The MOA also includes a 50% buy-out option for employees who demonstrate other coverage and establishes City-provided HSA services for pre-tax employee contributions. The motion was approved 7-0.
