Staff presented an email and a receipt from the owner of 502 Jefferson Drive who reported that after a water shutoff for a school-meter project on Nov. 26, dirt entered the line and clogged a kitchen faucet. The owner requested reimbursement for the replacement.
Staff explained the city owns water lines up to the curb stop and ownership thereafter is the homeowner’s responsibility unless the city caused specific damage. Council members said they were sympathetic but concluded the record did not show city-caused damage that would obligate reimbursement. "He is asking the city to reimburse him for the cost of that process," staff summarized; council members replied they would not approve reimbursement, with one member saying, "I say no."
Council asked staff to present the claim record and noted no other residents had contacted the city about similar damage after the shutdown. The council did not approve reimbursement and instructed staff to document the decision.
