Businesses and state staff warn access restrictions could affect customers; TAC to explore funding options

Matt Hubert said the city self‑funded the update because it needs a near‑term solution and warned that without a funding mechanism "the city could very well find itself in a position of having to deny developments" that rely on interchange capacity. He asked the group to help identify funding options, including developer proportionate‑share arrangements, ODOT contributions, or shared approaches across jurisdictions.
