City receives drone grant, staff to bring UAS policies for adoption in July

City staff Jose told the council the city applied for and received a grant from the city's insurance provider that included FAA Part 107 exam-prep, three days of flight training and a CIS unmanned aircraft flight operations manual. "This pretty much establishes the city's overall drone program and provides a policy direction regarding the drones and how they would be used, for the city of Boardman," Jose said. Staff said the initial drone is purchased and will be primarily housed with building-inspection staff with police and planning able to request use under policy direction.
Councilors asked about operator licensing and privacy/authority considerations; staff said property owners would be notified before flights and law-enforcement use would be constrained by search-warrant and evidentiary requirements. The draft policy will be returned to council in July for formal adoption and staff said future phases include a larger drone and vehicle-mounted deployment options for inspections and search support.
