PAC discusses using BPA easement and new acquisitions to expand parks and reduce fire risk

Consultants and staff proposed taking the BPA transmission easement (roughly a 400-foot swath) and designating it as parks and open space with east-west trail connectivity to reduce fire risk and create recreation links. Hannah Ray explained constraints under the easement limit buildable uses and said the intent is to make that corridor an amenity rather than leave it as hazardous fuel.
Vince Ferrero, assistant county administrator, noted county plans for a large Northbank park near Tower Road and staff confirmed the city recently acquired the Susie Framerson property for at least a one- to two-acre pocket park. "We want that all to be parks and open space," Hannah Ray said of the BPA easement, adding the intent is to reduce fire risk and connect the community.
