County staff said the developer for Heritage Heights Division 2 requested revising the development agreement to split the project into residential and commercial phases and to bond the commercial portion separately. Naysha Foster, finance zoning director, said: "They would like to split it into phases that are residential and commercial phase, and we'd like to bond for the commercial." Foster said staff will obtain an engineer's estimate for the commercial portion and that the county requires prerecording and improved drawings.
Commissioners discussed the request and asked clarifying questions about the site condition; staff noted with the hot weather there had been additional site activity and that contractors expected to clean up and open the area by the weekend. No formal approval was recorded; the item was placed on the agenda for review and staff follow‑up.
