Separately, the board moved to direct legal counsel to draft a policy amendment changing conflict‑of‑interest language from 'may' to 'shall' with the intent members who have a conflict will declare it and leave the room until discussion and vote conclude. Counsel explained under Kansas law an abstention counts as a no vote, while a recusal requires leaving the room (or logging off for virtual attendees) to avoid recording an abstention. The board voted to have counsel draft the policy language for consideration in subsequent readings.
