City may count county dispatch reimbursement toward debt if land sales fail

Council members asked where the county dispatch reimbursement appears in the proposed budget and staff replied that, at present, it is not counted in the '27 budget but the city can use it to cover debt service if needed.
"If the late lot sales don't come to fruition at this point, we're left with having to use some of that county payment for dispatch in the general fund," the City Administrator said. Staff said the county payment is currently reserved for future economic development choices but acknowledged it could be repurposed to avoid drawing additional capital from the general fund.
No formal decision was recorded; staff asked council to consider the option ahead of the public hearing and to submit questions that staff will compile and answer in an anonymized packet.
