The Town Council awarded a contract to Silver, Petrucelli & Associates, Inc. of Hamden, CT to perform mandated districtwide HVAC testing and balancing assessments for Avon Public Schools in an amount not to exceed $163,000.
Director of Operations Miles Altimus and Business Manager Susan Russo explained the state-required inspections (on a five-year cycle) and the RFP process. Council members asked whether recent equipment upgrades could yield exemptions and expressed frustration at limited state guidance; Russo said districts have repeatedly requested a statewide RFP and clearer parameters but have not received definitive direction.
To fund the work, Council favorably recommended that the Board of Finance transfer $179,511 from an old capital account (AHS Water Heater/Boiler Replacement) to a new account for Districtwide HVAC Assessments. The firm selection and funding move were approved unanimously.
