At a scheduled presentation, regional planner Luke Slomba outlined the key changes in Act 1‑81 and walked the commission through a draft Bakersfield future land‑use map that will determine state designations and where Act 2‑50 exemptions may apply. Slomba said the law ties regional future land‑use maps to state designation programs and to new exemptions that can ease Act 2‑50 review for certain housing projects in mapped village areas.
"Act 1‑81, its official subtitle is an act relating to community resilience and biodiversity protection through land use," Slomba said, summarizing the statute's purpose. He explained that designated village centers will be mapped and that a new category, "village area," generally about 0.25 mile outside the center, will also be eligible for some of the same benefits, including a state wastewater permit cost cap for certain projects.
Slomba emphasized that the draft map is being snapped to parcel boundaries to reduce ambiguity about whether a particular property is inside the village center or village area and that the regional planning commission will accept feedback from the town before finalizing the map. He noted the select board — not the planning commission — will later vote on whether to opt into continuing Act 2‑50 exemptions for the mapped areas.
