Staff outlined legal and procedural constraints: a county special sales tax that is dedicated to a project often requires additional state-level approvals and the county clerk must be notified by Sept. 1 for a fall ballot. Staff said examples of other local special taxes and CIDs were used for comparison and that voter approval is required for local sales taxes.
Council members debated timing and rate levels and whether the public would support a measure. One staff speaker described possible project scales for a 10-year tax and estimated a modest revenue amount for certain uses. Council directed staff to prepare documents and resolutions if the council wants to proceed to put a question before voters this fall; no ballot decision was made at the meeting.
