Avon adopts short-term rental rules, limits permits to one per property

The Avon Town Council on Thursday approved a Short-Term Rentals Ordinance that establishes a permit system and basic health, safety, occupancy and parking requirements for rentals of less than 30 days.
Hiram Peck, Director of Planning and Community Development, told the Council the ordinance is intended “to try and prevent folks from renting their properties to a variety of residents or other visitors on a short-term basis for weekends, parties, etc., keeping it sensible and organized in the neighborhood.” The measure sets the permit to expire two years after issuance, allows only one active permit per property, and prohibits simultaneous short-term rental of an accessory dwelling unit and primary residence on the same lot.
Council members opened and closed the public hearing and voted to adopt the ordinance unanimously. The ordinance also includes code-enforcement mechanisms to ensure compliance with zoning, building and fire codes and directs staff to implement inspection and permit processes the town believes are enforceable.
The ordinance was placed on file at the Town Clerk’s office for public inspection; the Council did not record any recorded dissent during the vote and did not amend the key permit-duration and one-per-property limits during Thursday’s session.
