City attorney Connolly presented a draft policy for handling employee complaints about the city administrator, explaining options for routing complaints to the mayor, the human-resources manager, or, if necessary, the council president. Connolly said the policy could be a standalone document or incorporated into the employee handbook; staff had prepared a standalone version at the council’s request.
Councilors raised concerns about the HR director’s reporting relationship to the city administrator and suggested safeguards so an HR recipient would notify the mayor or council president if the complaint involved the administrator. Several councilors recommended waiting for the incoming/interim administrator and possibly consulting League of Oregon Cities HR resources before finalizing the policy; the council took no action.
