The Junction City Council unanimously approved a six-month Pro Tem employment agreement on March 3, 2026, to appoint Spencer Neebiel as the city’s interim city administrator and authorized the mayor to sign the agreement.
Council moved the agreement after several councilors raised questions about schedule and coverage. A motion to approve the employment agreement with Spencer Neebiel was made and seconded, and the chair recorded a unanimous roll-call vote in favor.
Neebiel addressed the council before the vote, saying the arrangement would be workable and that he would remain reachable while assisting Lincoln County and Newport. “When I’m in Newport…I’m gonna be very reachable by anybody that needs to get a hold of me,” he said, adding he intended to honor prior commitments while serving Junction City.
The chair confirmed the start date would be Monday the 9th. Councilors and staff said the appointment is intended as a temporary measure while the council continues its recruitment for a permanent administrator during the coming months.
The council thanked city attorney Mark Wolf and city staff for preparing the contract and managing the process. The chair adjourned the special meeting at 6:48 p.m.
