Councilors debated operational details, including a proposed maximum of "10 nights in any 4 week period" for stays, whether reservations should be taken online, cancellation fees, and how to handle older trailers that may require costly disposal. One councilor summarized concerns about fiscal prudence, saying, "I don't really see where this is feasible to spend this kind of money to something we don't know. I mean, it's a shot in the dark."
Councilors also discussed funding sources. Staff noted system development charges (SDC) could be used for capacity-adding park development but cannot be used for personnel wages. Several councilors said they saw long-term revenue potential if the city invests up front in gate and online-reservation infrastructure; others urged caution. Staff will return with revised ordinance language and follow-up details for the February council meeting.
