Lane COG program pitches legal, HR and fiscal support to Junction City

Emily Farrell, chief of operations for the LGPS program, told the council that LGPS provides municipal legal advice, HR consulting, classification and compensation studies, and fiscal consulting across Lane County. "We can realistically, within a week if we need to, get that IGA start to finish and then have someone in place and up and running," Farrell said, describing an on-demand service model that can also be scoped as a full project with an estimated budget.
Danica Verico, LGPS operations manager, outlined specific services including neutral workplace investigations, labor-relations support, municipal-law advisory and executive recruitment. Councilors asked about IGAs and whether a flat membership fee is required; speakers said membership is optional, billing is hourly, and staff can create an addendum to an existing IGA or draft a new intergovernmental agreement depending on the city’s needs.
