Council authorizes HBH Engineering to design Raintree water plant in $571,976 contract

The Junction City Council authorized a design contract with HBH Engineering for the Raintree Water Treatment Plant on Jan. 27, approving an amount not to exceed $571,976 and authorizing the Public Works Director to sign the necessary documents.
Director Kevin explained that the city received approximately a $996,000 grant to fund design of the plant and that staff issued an RFP that closed Jan. 6. After reviewing three proposals and scoring them per the RFP, staff recommended HBH Engineering based on design experience and scoring, even though HBH was not the lowest-priced proposal. "They weren't the lowest price, but they do have a lot more experience," Director Kevin said of HBH's proposal.
Councilor Thomas moved the authorization; Councilor Leach seconded. The motion, as recorded, authorized HBH Engineering to perform design work for the Raintree Water Treatment Plant in an amount not to exceed $571,976, and the council voted unanimously in favor. Staff said any additional grant-eligible work beyond the design would require grantor approval and a change order if allowed.
Staff will finalize contract language with the city attorney, publish an intent to award, and return any work exceeding staff spending authority for council action.
