The police chief updated council on enforcement under the new public‑conduct ordinance enacted July 17, reporting that 28 responses occurred at City Hall Park, of which 17 were ordinance‑related. Of the citywide ordinance incidents, 12 resulted in verbal warnings and five in one‑day trespass notices; one individual exhibiting violent behavior received a 180‑day trespass notice.
The chief told council the department has coordinated with enhanced refuse pickup, tree‑trimming for visibility and directed patrols in trouble spots. ‘‘Out of those directly at City Hall Park, 12 incidents resulted in verbal warnings,’’ the chief said, and added that there were no repeat offenders identified so far. Councilors asked about potential displacement of activity to other parks; the chief acknowledged some upticks at Rotary Park and said the department will continue monitoring and work with partners like the situation table to provide wraparound services.
Councilors asked for a six‑month follow‑up with seasonal comparisons and more data on repeat contacts. The chief said he would return with updated numbers and that the department is coordinating with county mental‑health partners on elevated risk cases.
