Staff detail modest changes for parks, pool and building permits; pool entry fee raised to $4

Public Works Director Gary presented the building, parks and pool budgets and highlighted only modest changes in operations and materials. He said building-permit revenue was budgeted conservatively based on current permits and available EDUs. "I'm keeping it the same as what we did this year," Gary said of the building revenue projection, adding that personnel cost in the building department will drop slightly because the building inspector will work four days per week.
On the pool, staff increased the entry fee from $2.25 to $4 and expanded swim lessons to morning and afternoon sessions to capture unmet demand; staff forecast this will raise revenue modestly. "We went from 2 dollars and 25 cent entry fee to $4," Gary said, noting the pool had not raised fees substantially since about 2010.
Parks capital includes transfers and $150,000 in capital outlay placeholder spending; a parks SDC balance (about $800,000 placeholder) was discussed as reserved for future expansion projects rather than a single immediate project. Staff said any major capital spending will come to council for approval before funds are spent.
