Public Works Director Stephanie updated the council on multiple utility and compliance activities, saying an outfall inspection was completed and that the facilities plan has been submitted to the Department of Environmental Quality (DEQ). DEQ returned the plan for a format change to support potential borrowing and the engineer is preparing a scope and fee for a required mixing‑zone study.
"I have the engineer working on the fee to do the mixing zone study right now because that has to be done by the end of this year also," the director said. She told the council that HBH (the previous consultant) had baseline information that will reduce scope and cost for the current study. The director said staff anticipate a DEQ comment‑response window of roughly 90 days and expect to meet the timeline.
Director Stephanie also highlighted that the projects crew is performing a wide range of in‑house maintenance and small projects that would otherwise have been contracted out, and that the team remains ahead of schedule on required deliverables. Councilors thanked staff and asked a few clarifying questions about timelines for specific DEQ responses and any potential permit ambiguities that staff are clarifying with the agency.
