Committee advances three-year USI benefits consulting contract to council

The committee approved forwarding a three-year, $218,862 contract with USI Insurance Services for benefits consulting to full County Council after HR Director Catherine Mead said USI was the best qualified bidder able to work with the county's Blue Cross Blue Shield vendor.
The committee voted to forward to full County Council a request authorizing the county administrator to execute a three-year contract with USI Insurance Services for benefits consulting, with a fiscal impact of $72,954 per year and a three-year total of $218,862 to be paid from the human resources professional services line. Catherine Mead, the county’s director of human resources, said the county ran an RFP from Feb. 25 through April 1, received four responses and selected USI as the recommended vendor because the lowest bidder was not a registered agent with the county’s Blue Cross Blue Shield and stop-loss vendor.
"We did receive four responses from the RFP. USI was the second-lowest bid," Mead told the committee, and she described the consultant scope (strategic planning, benefit procurement and renewal, plan design and compliance, employee communication, reporting and vendor management). The committee had no questions and the chair moved the item forward to council for final approval.
