Commission recommends adding Electronic Message Center rules to Tulsa zoning code

TMAPC unanimously recommended approval of ZCA-32, an amendment to add an Electronic Message Center (EMC) definition and standards to the City of Tulsa Zoning Code (Sections 60.040 and 95.220) to distinguish EMCs from dynamic displays and provide size, brightness and siting rules.
Staff presented ZCA-32, proposing to add a definition and supplemental regulations for Electronic Message Centers (EMCs) to Section 60.040 (Sign Regulations of General Applicability) and Section 95.220 (Sign, Dynamic Display). The 2016 code retained dynamic displays but did not carry forward EMC provisions; the amendment would allow static text/numeric EMCs (for example, time/temperature or price displays) under defined standards and would prohibit dynamic displays where EMCs are intended to be limited.
A business representative contacted a councilor in support and the City Council initiated the item; there were no public speakers. The commission voted 8-0 to recommend approval. The motion (Turner-Addison; second Rosene Robinson) recorded approval of language that adds Section 60.040-G for EMC signs and a definition in Section 95.220. Final ordinance language will proceed to City Council.
