The act specifies a timeline for appointing a president within 30 days of a majority of appointments and requires the authority to publish annual financial statements and submit reports to the lieutenant governor, speaker, auditor, the attorney general, and mayors in the service territory. It also authorizes the authority to issue revenue and refunding bonds to operate and repair the system and states bond issuance shall not be considered a debt of the state.
