Panel advances bill to add water utilities oversight, folding in two senate measures

A committee advanced House Bill 1049 on a voice vote after a brief explanation from a committee member. The measure inserts two previously introduced senate measures into the bill text and changes existing language that refers to electric utilities so it also applies to water utilities.
The committee member said the bill places sections 1–6 with Senate Bill 2526, concerning a water oversight committee, and places section 7 with Senate Bill 2310, which would give the Public Service Commission authority to reject a certificated area for any municipality that serves customers more than one mile outside the city. "We are adding water utility to that," the committee member said. The committee adopted a strike-off motion and then voted to report the committee substitute as amended.
