Project Anthem preliminary plat approved with technical TAC conditions

The commission approved the preliminary subdivision plat for Project Anthem (west of the Creek Turnpike between East 11th Street South and East 21st Street South) on Aug. 7, 2024, contingent on numerous Technical Advisory Committee (TAC) conditions. Staff and TAC noted infrastructure needs: water main and sanitary sewer extensions, right‑of‑way dedications, detention or fee‑in‑lieu for stormwater, sidewalk placement, and bridge capacity to meet fire code.
TAC conditions required submission of final engineering items (control data sheet, removal of contours on final plat, labeling of easements, and other graphic edits). Staff also recorded that the site is not adjacent to public sanitary sewer and that a specific capital project must be completed and functioning to serve the development. A resident, Frankie Foster, attended seeking further information about a planned data center across the street; staff directed her to speak with the applicant after the meeting. The commission approved the preliminary plat 8‑0‑0 per staff recommendation.
