Commission denies rezoning request to allow cows on 2.19-acre lot after neighbors cite safety and odor

Applicant Guadalupe Ayuzo said he bought the property four years ago, cleaned it up, and needs AG zoning to keep cows on the lot because he was asked to relocate animals from their prior field due to snakes. "I need to move my cows from a field to my backyard because where they are currently located there are a lot of snakes," Ayuzo said. Nearby residents opposed the rezoning: Michael Rogers said the applicant had kept a bull contained only by a 4-foot fence that abutted Rogers’ property, and Daniel Tobey said livestock odor and safety would lower property values.
Staff noted the AG district and Tulsa ordinance would limit agricultural animals to one animal per acre, which in this case would permit a maximum of two cows and require registration with Tulsa Animal Welfare. Commissioners split on the balance between the applicant’s stated needs and neighborhood impacts. Commissioner Fugate moved to deny the AG zoning; Whitlock seconded, and the motion passed 5-4-0. The transcript does not show any subsequent conditions or mitigation offered; the commission’s denial leaves the property zoned RS-3.
