The Tulsa Metropolitan Area Planning Commission moved to recommend approval of a set of related county items for a proposed gated subdivision north of W 111th Street South and S 33rd West Avenue: rezoning CZ‑561 from AG to RS‑1, PUD‑870 establishing RS‑1 development standards, and the Mill Creek Estates preliminary plat (15 lots on roughly 10 acres).
Staff recommended approval for the rezoning and PUD, saying the project is consistent with the Medium Intensity Single‑Family designation of the applicable comprehensive plan. PUD‑870 would set minimum lot size at 21,780 square feet with a minimum lot width of 110 feet and typical RS‑1 setbacks and height limits. Robert Bell, representing Tulsa Engineering and Planning, told the Commission this is a standard subdivision and confirmed the detention pond and downstream outlet would handle stormwater; he said that as lots develop the detention and outflow would manage runoff. Neighbor Lee Roy Pike said he did not receive notice of the meeting and expressed concern about moving the pond, runoff into his backyard and loss of privacy; Mr. Pike asked for better notice and protections.
The Commission recommended approval of the rezoning and PUD and approved the preliminary plat subject to TAC conditions and County release (motions carried 6‑0). TAC conditions include transportation/IDP approvals, water/sewer coordination with rural water districts, stormwater and drainage plans approved by the County Engineer, and utility release letters prior to final plat approval.
