Committee advances bill to create energy development fund at MDA

The chair explained House Bill 1393 would create an Energy Development Fund within the Mississippi Development Authority (MDA) to support long-term electrical infrastructure projects—such as equipment purchases and transmission lines—needed to serve large industrial tenants. "What this bill would do is create the energy development fund within the Mississippi Development Authority," the chair said.
The chair said the fund would allow MDA to preposition longer-lead items for sites that may require large amounts of power; the bill contains no immediate appropriations and language that would have circumvented state procurement rules was deleted. Senator Williams asked whether the bill targets electricity only or also water resources; the chair said the fund is intended for energy resources and not water. Committee members discussed an example tenant needing more than 25 megawatts and the longer-lead transformers and transmission lines that would be necessary. The committee adopted the strike-all and reported the bill out.
