Senator Sparks seeks tighter transparency for grants and pass-throughs

Senator Sparks told the committee the strike-all for House Bill 1171 is intended to improve transparency for grants, subgrants and pass-through funds, and to ensure appropriated dollars reach intended beneficiaries. "What this bill does, it addresses, grants and subgrants and pass throughs and that there'd be transparency," he said, describing definitions, objective eligibility criteria and front-end disclosures.
Sparks said grantees and subgrantees would be required to disclose conflicts of interest and board members who serve on multiple boards, and that grant spending would be reported back through each tier. He said documentation would be signed under penalty of perjury and could be audited by state authorities; failure to disclose could result in denial of funds or criminal charges. The committee moved and approved the strike-all by voice vote.
