Commission approves chain-link fence for New Life Christian Academy playground

Will Dubois of Davidson Architecture and Engineering, representing New Life Christian Academy (NLCA), asked the planning commission to approve a revision to the school's final development plan to permit a black vinyl-coated chain link fence around the playground.
Dubois said the fence improves sight lines for teachers, offers some give for children playing along the fence line and reduces climbable footholds compared with ornamental fencing. "It allows for better visibility for teachers watching children," he said. He also noted the material is used at a nearby new elementary school and that a variance is required because the site is in a commercial zoning district.
Planning staff explained the development was previously approved and that the change was limited to the deviation request to allow the PVC-coated chain link fence; staff cited code section 17.08040(b)(4)(d)(2) (commercial district fencing standards) and said the playground is interior to the site, roughly 900 feet from 191st Street. Staff recommended approval while retaining the original conditions of approval.
Because a public hearing was not required and no members of the public spoke, a commissioner moved to approve the revised final development plan with the deviations in the staff report and the original conditions; the motion passed by voice vote, "Aye," and the clerk recorded "Motion passes 4 0."
