The Gardner City Planning Commission on an evening vote approved the final development plan and final plat for an approximately 18-acre duplex development north of the intersection of 167th Street and Poplar Street.
The proposal calls for 59 compact duplex lots for a total of 118 units, accessed from 167th Street with two entrances, a detention basin and shared amenity area including trails and pavilions, and street-tree and buffer plantings along 167th Street and the trail. Planning staff told commissioners the final layout matches the preliminary development plan and that Tract A will be used for stormwater detention and owned by the homeowners association.
During the staff presentation, planning staff said six deviations had been granted during the preliminary process and that the applicant requested a revision to deviation number 3 to increase the allowable garage façade from 60% to 64% of the front façade. Staff explained that the 4% increase would allow for two 16-foot-wide garages on a 50-foot-wide building and recommended approval with conditions, citing that the plan "reflects generally accepted sound planning and design principles." A commissioner moved to approve the final development plan with the revised deviation and the final plat; the motion was seconded and the commission approved the requests by a voice vote, recorded as "Motion passes 4 0." The commission noted the plat approval includes a recommendation to city council regarding the dedication of certain right-of-way enhancements.
Next steps: the plat and dedications will proceed per the staff conditions included in the approval and any right-of-way dedications recommended to the City Council will follow the council review process.
