Appellant counsel asks Needles council to defer enforcement and allow interim cultivation operations

Appellant counsel Arthur Hodge asked the Needles City Council to defer enforcement and allow Purist USA to continue cultivation operations while the company pursues an appeal and implements an ownership change.
Hodge said he submitted a 46-page package and proposed a term sheet and conditional-use-permit amendment to transfer operation rights to a new entity that already has a state application underway. "The big ask I'm making is on behalf of the business to continue to allow the ongoing operation that was granted graciously in April 2026," Hodge said, requesting interim local approval or a temporary deferral so the business would not have to destroy plants and shutter the facility.
Hodge argued the renewal form before the council is a fee-based renewal that lacks the attestation language of an initial license application and asked the council to allow staff time to process a management agreement and permit transfer. He said he was newly retained in late June and is pursuing both a state appeal and a local ownership-transfer path.
