Deputy Attorney Anne Hansen described two private Horse Walker Use Agreements for individuals to place horse‑walker equipment at the Box Elder County Fairgrounds on a month‑to‑month basis. The agreements make the license revocable, require proof of liability insurance (including equine coverage), fencing or barriers to prevent unauthorized access, periodic county inspection, and mandatory removal of equipment no later than Aug. 1 each year or upon county direction.
Commissioner Perry moved to approve both Agreement #26‑30 and Agreement #26‑31; Commissioner Bingham seconded and the board approved both motions on unanimous roll call. The agreements specify monthly fees, user maintenance and indemnification obligations and reserve the county's right to modify fees or revoke authorization.
