City Clerk Jodi Wade told the council that delays in postal delivery have caused utility postcards not to reach customers, noting that only 13 bills had been returned to the city in 2025 but that the delays represented three months of bills for four customers. Emil Wilson suggested switching to quarterly billing to save postage.
Clerk Wade said the city has limited control once mail is handed to the postal service and explained staff must evaluate whether software can print full-page bills and allow first-class mailing. Council Member Keith Stoker asked about first-class mailing and additional folding/staff time costs; the council asked Wade to prepare a draft ordinance modifying the utility-bill process and to determine software mailing options for future meetings.
The council emphasized that account holders remain responsible for paying utility bills and asked staff to return with ordinance language and options for alternative mailing formats.
