La Grande SD 1 to send recovery-services notices to families of students with IEPs under ODE guidance

Landon, presenting on recovery services, told the board that ODE guidance requires districts to reach out to families of students with qualifying disabilities to assess pandemic-related learning loss and to offer individualized recovery services.
“ODE came out with this planning of individualized recovery services guidance,” Landon said, explaining that districts must send letters asking whether families want to meet now to discuss potential recovery services or prefer to wait until a student’s next IEP review. He said the guidance focuses on whether a student experienced a loss of skills tied to pandemic instructional gaps and on collecting data to determine eligible supports.
Staff warned the board that outreach could reopen difficult conversations for families who had opted out of services previously and that the district will need processes for tracking opt-in decisions and documenting skill-level baselines. The district said case managers would be tasked with outreach and that teams will use a defined rubric to determine the specific skills that qualify a student for additional services.
Board members asked clarifying questions about timelines and data collection; staff said they would return with a short implementation plan and sample family notice for board review.
