Director Kumpke told the council pavement cores in the Quail Creek subdivision showed insufficient asphalt thickness and that a mill-and-overlay would likely fail. "Our recommendation would be to go ahead and do a full depth reconstruction," Kumpke said, describing removal to 6 inches and installation of a cement-treated base before repaving. She presented a design scope and fee of $290,517 and said funding savings and other project funds could cover the added design costs.
Council members asked how the city and WaterOne will coordinate so residents are notified and disruption minimized; Kumpke said WaterOne plans to begin a water-main replacement in December and staff will phase work and improve communication (letters, website sign-ups and schedule updates). Council member Hansen moved to approve the design agreement with Olsen Incorporated for design services in the amount of $290,517; the motion passed 8–0.
