City staff recommended moving from a routine 2-inch mill-and-overlay to full-depth reconstruction for streets in the Quail Creek subdivision after pavement cores revealed insufficient asphalt thickness and frequent water-main breaks. "Our recommendation would be to go ahead and do a full depth reconstruction," Director Kumpke told the council, explaining the approach of removing pavement to a 6-inch base, adding a cement-treated base, and phasing the work to limit disruption.
The council discussed coordination with WaterOne (which plans a December start and an April completion window), resident communications, and phasing to minimize access impacts to neighborhoods. Council member Hansen moved to approve the agreement with Olson Incorporated for design services in the amount of $290,517; the motion was seconded and passed unanimously, 8–0.
