Staff updates council on single-hauler contract and November CIP progress

Staff reported the winter/spring highlights and the single-hauler solid waste contract process: HOAs were given a year-end deadline to decide whether to opt in or out of the proposed citywide contract; four HOAs have consolidated contracts, two have replied and two are pending. Staff said the GFL pickup schedule is currently Thursdays and Fridays but warned the schedule may change under a citywide contract.
In the November CIP update, Public Works staff said paving on the 2025 street and drainage project was completed, the speed table is being finished, and restoration (sod/seed) and punch-list work remain. On 49th Street the curb and driveways on the north side are finished, curb work is 90% complete, and a full closure at Antioch is planned to cut down grade to reduce vehicle sliding in the intersection. Staff said they will collect pavement cores to confirm mill-and-overlay feasibility and will monitor weather for final paving operations.
Councilmembers asked follow-up questions about utility relocation near sidewalk alignments and undergrounding costs; staff said some utility adjustments are time-and-materials and will be billed as the work proceeds.
