She emphasized design elements meant to support retail activation and pedestrian traffic and said the developer hopes to deliver high‑quality interior finishes, rooftop amenities, and community‑oriented ground‑floor spaces.
Council members and staff questioned whether the project could achieve higher density without city assistance, whether the city’s zoning and parking requirements presented a ceiling on unit counts, and how incentives would be tied to public benefits. Laura Smith and Floodman discussed possible commitments including 20% of units as attainable housing at 60% AMI and pursuing LEED Silver certification. The committee directed staff to present pro formas, the proposed redevelopment agreement language, and a taxing jurisdiction impact analysis at the May 20 public hearing.
