Staff told the City Council that trail and connectivity projects consistently score as the highest priorities in resident surveys and engagement. "Trails and connectivity continue to rank as the highest priority across resident surveys and community engagement efforts," Penn said, urging the council to consider pedestrian access, trail enhancements and neighborhood connections in the parks investment plan.
Council members and staff discussed the Rock Creek Corridor studies and clarified that those recommendations have not been budgeted in the parks CIP. Staff also noted that Streamway Park raises special issues because much of the property is KDOT right‑of‑way, which could constrain the city's ability to make certain improvements without external approvals; grant opportunities will continue to be explored. The council emphasized that relatively modest connector investments and improved network effects can increase park use and access, while master planning for Broadmoor and Anderson parks continues.
