Presenters (S4,S5) said earlier utility work and staged repairs have made the roadway look patchy while utilities complete their work. Council members asked whether utilities coordinate and staff replied that utility agencies receive the city’s five‑year CIP so they can plan around reconstruction schedules, though sometimes utilities accelerate work at higher cost to meet timelines.
