Council terminates USACE stormwater agreement, approves NEAR Technologies contract

Mission staff told the council that the city’s stormwater master-plan project with the U.S. Army Corps of Engineers (USACE) encountered a substantial data gap—missing rim elevations and pipe depths for roughly 900 assets—that made continuing under the existing agreement infeasible. Staff reported the city would be eligible to receive a refund of about $150,000 in unused funds if the agreement is terminated.
Councilmember Rehher (Speaker 3) explained staff evaluated alternatives and recommended engaging NEAR Technologies Inc. to provide a flexible, continuously updatable planning tool. Rehher said the NEAR approach “provides a dynamic and continuously updatable planning tool, allowing the city to re refine and improve system data over time while still producing actionable recommendations in the near term.” The council authorized terminating the USACE agreement and approved a contract with NEAR Technologies not to exceed $65,000; staff estimated NEAR's work would take roughly 4–6 months to deliver data processing, a model, recommendations and an interactive dashboard.
Council members asked whether usable data from the USACE work could be carried forward; staff confirmed some components and data collected by USACE will be incorporated into the NEAR effort. Both motions (termination and contract award) passed by roll call.
