Council raises transit-center parking and construction mitigation concerns tied to Encore

Council members discussed whether the redevelopment and structured parking would preserve transit-center parking capacity and whether the city should require shared- or dedicated-parking solutions as part of any redevelopment agreement. Council member Ben described both projects as transit-oriented and asked whether the loss of surface lot spaces would be addressed by the projects’ structured parking.
"I view this very much as a transit oriented development," Ben said, asking whether the county transit-center surface-lot spaces would be preserved in structured parking and whether the city had considered future transit needs. Staff said the dedicated parking number in the deal "is already baked into" the project and that the developer has indicated a willingness to provide temporary shared parking during construction so the transit lot would not be unavailable for the entire construction period.
Council asked staff to follow up on shared-parking arrangements and to include parking/staging considerations in the May return so the council could weigh transit impacts alongside financing and housing commitments.
