The City of Mission council approved a resolution calling a public hearing on May 20, 2026 to consider adoption of a tax increment financing (TIF) redevelopment project plan for Rock Creek Redevelopment District Number 3C, connected to the Encore development.
Council member Schmidt reported the planning commission found the TIF redevelopment project plan in conformance on Jan. 26, 2026. Schmidt said the resolution merely schedules the hearing and does not commit the council to incentives. "Adopting this resolution only commits the council to the date and time for the public hearing and nothing more," Schmidt said. The council discussed scheduling work sessions with bond counsel (Gilmore & Bell) and the city's financial adviser (Ehlers) to review the mechanics and pro formas in advance of the hearing.
A council member moved to adopt the resolution setting the public hearing for 7:00 PM on May 20, 2026; the council voted and the motion carries. The public hearing will provide an opportunity for public comment before the council considers any incentive actions or redevelopment agreements.
