Council approves Mission Vail Townhomes Phase 2 PDP, grants two-space parking variance

The City of Mission approved the preliminary development plan (PDP) for Mission Vail Townhomes Phase 2, clearing the developer’s request to construct nine townhomes on two Knoll Avenue parcels and granting a variance for two off‑street parking spaces.
Taylor, planning staff, described the PDP: nine units (two bedrooms, 2.5 baths) with one-car garages, shared parking behind the units, a mailbox pad and bike rack, and a stormwater detention basin in the southeast corner of the property. "The approval of this PDP would be approving the variance of 2 spaces," Taylor said, noting the project provides 16 on‑site spaces where 18 would otherwise be required. Council members pressed staff on stormwater performance; a council member summarized the staff and consultant analysis of 1-, 10- and 100‑year storm events and explained how a grassy detention basin with a small orifice is intended to hold and slowly release runoff to a 12‑inch pipe connecting to the street storm sewer.
A council member moved to approve the PDP; the council called the roll and the mayor announced the motion carries. The approval includes the parking variance and the detention design described in staff materials; future building permits and any required engineering paperwork will follow standard administrative review.
