Higley staff: new EVIT deal keeps district funding close to budget despite lower pass-through

Board members pressed staff for specifics on how the new IGAs compare to earlier proposals and to the district budget. Craig Pearson and other staff described prior offers and the negotiated terms, and quantified the transportation shift and relative pass-through percentages.
"From the original proposal last May from EVIT of a 70/30 split... The new IGA, we agreed to a 76%, but EVIT is picking up transportation," a staff member said, adding that the district previously sought an 87% pass-through. Staff estimated EVIT’s assumption of transportation equates to roughly a $200,000 annual savings for the district and said the combined effects make the package close to the district’s budget plan.
Another district speaker noted an approximate $550,000 difference when comparing the new package to an earlier proposal, but emphasized the district believes the final arrangement is similar to what it had expected under its budgeting assumptions. Board members asked about the scope for program funding penalties; staff said the satellite IGA’s quality metrics would not be used to penalize Higley funding during the one-year agreement.
The board did not change the terms during the meeting; staff said negotiations for a longer-term deal would resume in January.
