Summary

The clerk read a list of ongoing lawsuits in which Plaquemines Parish is a plaintiff, naming multiple energy companies including ConocoPhillips, HHE Energy, LLOG Exploration and Production, Equitable Petroleum, Riverwood Production, Pepco LP, Cass Kids Operating Co., Great Southern Oil and Gas Co., Apache Oil Corporation, Campbell Energy Corporation and Total Petrochemicals & Refining USA. The council suspended rules to add a resolution authorizing partial settlements related to those cases and later approved the resolution, recorded as passing 8–0.
Council moved into an executive session for discussion of litigation under the cited state statute and returned at 2:26 p.m. with no binding action announced from the closed session; the public record shows the council subsequently approved language authorizing the parish president to take actions necessary to effectuate recommended partial settlements. The clerk read the resolution as authorizing the parish president to “do all things necessary and proper to carry out said partial settlements recommended by legal counsel.”
